HB 4359 requires the Sunset Advisory Commission to conduct a forensic audit of two school districts in each review cycle. The commission will select one district with the highest instructional spending per student and one with the lowest instructional spending per student within a randomly chosen education service center region. The review will focus on financial efficiency, governance, and compliance with legislative mandates, and the commission will issue a report with findings and recommendations.
