HB 4437 requires the Department of Information Resources to develop a digital watermarking system for images posted on state government websites. It also mandates the creation of a cryptographic hash database to track and authenticate digital content. Additionally, the bill establishes a statewide hashmark-sharing database to help law enforcement and content moderation systems detect and prevent the spread of child sexual abuse material.
