Caption: Relating to the Texas moving image industry incentive program and the establishment and funding of the Texas moving image industry incentive fund.

This bill would cost taxpayers $903,789,350.00 over five years, according to the Legislative Budget Bureau.
SB 22 revises the Texas Moving Image Industry Incentive Program by creating a dedicated Texas Moving Image Industry Incentive Fund to provide grants for film, television, and digital media projects produced in Texas. It establishes new eligibility requirements for grants, including minimum in-state spending thresholds and a phased-in residency requirement for production crews. The bill also mandates content review for projects applying for grants to ensure they do not depict Texas or Texans negatively and conform to general standards of decency. It increases the amount of funding available for certain projects and introduces additional grants for productions that promote Texas heritage, film in rural areas, or invest heavily in post-production. The bill also includes sunset provisions that will revert certain aspects of the program to prior rules in 2035.
