This bill would cost taxpayers $1,475,746,799.00 over five years, according to the Legislative Budget Bureau.

SB 2253 modifies educator preparation and certification requirements in Texas. It limits school districts' ability to employ uncertified teachers in foundation curriculum courses and phases out the use of uncertified teachers by the 2029-2030 school year. It provides financial incentives for teachers who earn certifications, including a $1,000 one-time payment for teachers who complete certification requirements. The bill also establishes multiple certification pathways, including traditional, residency, and alternative teacher preparation routes. Additionally, it creates the Preparing and Retaining Educators through Partnership Program, which funds collaborations between school districts and educator preparation programs to provide hands-on teaching experience for future educators.
