Caption: Relating to the establishment of a grant program to fund the United States Food and Drug Administration's drug development trials with ibogaine for the purpose of securing the administration's approval as a medication for treatment of opioid use disorder, co-occurring substance use disorder, and any other neurological or mental health conditions for which ibogaine demonstrates efficacy and the administration of that treatment.

SB 2308 establishes a grant program to fund clinical trials for ibogaine, a psychoactive substance, with the goal of securing FDA approval for its use in treating opioid use disorder, co-occurring substance use disorders, and other neurological or mental health conditions. The program, administered by the Texas Health and Human Services Commission, will support public-private partnerships to conduct these trials. The bill outlines eligibility criteria for grant applicants, including requirements to conduct drug development trials and seek FDA approval. It also mandates that treatment administration be supervised in licensed healthcare facilities once ibogaine receives FDA approval.
