SB 2312 establishes the Texas Advisory Committee on Geopolitical Conflict, which will analyze and prepare the state for potential geopolitical crises. The committee, composed of appointees from the governor, lieutenant governor, speaker of the house, and heads of state security agencies, will conduct investigations, tabletop exercises, and audits on state supply chains, critical infrastructure, and pharmaceutical security. The bill mandates that the committee submit reports on its findings, including potential threats to Texas' economic and physical security, and suggests alternative sourcing strategies for critical materials. The advisory committee will operate until September 1, 2029, unless extended by the legislature.
