HB 4580 provides a property tax exemption for nonprofit organizations in counties with a population of more than 3.3 million if they are dedicated to promoting agriculture, supporting Texas youth, and providing educational support. The bill allows these nonprofits to generate incidental revenue from property use without losing their tax-exempt status, provided the revenue supports their charitable mission.
