HB 4609 makes several modifications to the Texas Municipal Retirement System (TMRS), altering rules for participation, administration, contributions, and benefits. The bill clarifies the venue for lawsuits involving TMRS by requiring all cases to be heard in Travis County. It adjusts participation rules by allowing city departments to begin TMRS participation one month earlier than under current law. Pension funding rules are revised to require municipalities to demonstrate that proposed benefits can be funded within their amortization period before adopting new ordinances. The bill also modifies pension credit buyback options, permitting employees who have previously withdrawn from TMRS and returned to municipal employment to restore lost pension service credit if their city opts in. Cost-of-living adjustments (COLAs) are restructured to align with inflation trends and municipality elections. Additionally, the bill streamlines ordinances related to TMRS contribution rates, ensuring that actuarial reviews confirm a city's ability to meet funding obligations before increasing benefits.
