Caption: Proposing a constitutional amendment to limit the time that a person may serve as a member of the Texas House of Representatives to 12 consecutive years and as a member of the Texas Senate to 14 consecutive years.
Initially Referred to House State Affairs Committee, chaired by a Republican
HJR 190 proposes a constitutional amendment to limit the consecutive terms that members of the Texas Legislature can serve. House members would be limited to 12 consecutive years, while Senators would be limited to 14 consecutive years. The term limits apply separately to each chamber, meaning service in the House does not count toward the Senate limit, and vice versa. Legislators reaching the limit would be ineligible for re-election but could hold office as a temporary "holdover" until a successor is qualified. The amendment will be placed on the November 4, 2025 ballot for voter approval.
