This bill would cost taxpayers $5,000,000.00 over five years, according to the Legislative Budget Bureau.
SB 2361 transfers the University of Houston-Victoria to The Texas A&M University System. It establishes the university as a general academic teaching institution under the Texas A&M Board of Regents, granting them the same powers and duties as they have over other A&M institutions. The bill ensures that all students and employees of the university retain their status, and that all existing contracts, obligations, tuition, and fees remain valid until updated by A&M's Board of Regents. Additionally, any appropriated funds or property designated for the university under the University of Houston System will be transferred to the Texas A&M University System. The transfer is set to take effect on September 1, 2025.
