SB 2366 establishes a grant program administered by the Texas Department of Transportation to provide financial assistance for short line railroad projects. The program is designed to enhance public safety, promote economic development, and reduce traffic congestion by funding projects that replace or repair short line railroad tracks and bridges, improve rail capacity, or restore short line railways. Grants can be awarded to railroad companies or transportation districts that own or operate short line railroads. Recipients may use grant funds as matching funds to secure additional funding for eligible projects. Each grant must be approved by the Texas Transportation Commission, which requires that at least 10% of the total project cost be covered by a non-state source. The program will be funded by state appropriations, federal grants, and private contributions, but state highway funds cannot be used. The Texas Transportation Commission must adopt rules to implement the program by October 1, 2025.
