SB 2368 tightens regulations on foreign-affiliated entities and individuals involved in the Texas electricity market. It strengthens restrictions against businesses and individuals with ties to foreign governments from operating as market participants within the Electric Reliability Council of Texas (ERCOT). It also increases penalties for violations, including a fine of up to $1,000,000 per violation for submitting false or incomplete information about foreign affiliations. The bill further mandates criminal background checks and foreign travel disclosures for individuals applying for critical electricity sector jobs.
