This bill would cost taxpayers $150,000.00 over five years, according to the Legislative Budget Bureau.
HB 5085 directs the Texas Department of Agriculture to conduct a study on the impact of seed banks and seed preservation on food security and the environment. The study will focus on large counties and conservation facilities, assessing seed banks' role in food access, ecosystem restoration, and climate change mitigation. A report with findings and recommendations is due by December 1, 2026.
