Caption: Relating to homeland security activities of certain entities, including the establishment and operations of the Homeland Security Division in the Department of Public Safety.

This bill would cost taxpayers $17,382,887.00 over five years, according to the Legislative Budget Bureau.
SB 36 creates the Homeland Security Division within the Texas Department of Public Safety (DPS) to oversee border security operations, intelligence gathering, and critical infrastructure protection. The division will manage Operation Drawbridge (Texas' border surveillance program) and coordinate law enforcement, local governments, and private entities to enhance border security and emergency preparedness. It establishes new programs for public-private collaboration on homeland security risks, technology research, and grants for security infrastructure projects. The bill also transfers management of the Border Security Operations Center and Joint Operations and Intelligence Centers to the new Homeland Security Division.
