SB 2446 changes the governance of local mental health authorities (LMHAs) in Texas. It requires that LMHA governing bodies include at least one sheriff from a county they serve and a public member with business experience. The bill also prohibits LMHAs from implementing diversity, equity, and inclusion (DEI) initiatives, stating that they cannot base hiring decisions or policy formulation on identity classifications. Additionally, LMHAs must provide detailed monthly expense reports to all governing board members.
