SB 2639 modifies the process for designating properties as local historic landmarks or including them within historic districts. It requires property owner consent for designation unless a supermajority vote is obtained from both the municipal governing body and the local zoning or historical commission. Additionally, it mandates municipalities to assess and offer compensation to property owners for damages resulting from historic designation if the owner does not consent. If an agreement on damages cannot be reached, the municipality must seek court approval.
