HB 5308 grants expanded authority to the adjutant general of Texas for military facility procurement and construction. It designates the adjutant general as the primary decision-maker for the location, maintenance, and development of state military forces and facilities. The bill also allows for cooperative agreements with the National Guard Bureau and interagency agreements with federal, state, or local government entities. The adjutant general may delegate these powers as necessary.
