Caption: Relating to restrictions on freight and shipping costs included in the price of instructional materials for public schools.

HB 5515 restricts freight and shipping costs included in the price of instructional materials for public schools. It prevents publishers from charging Texas schools more than the actual cost of delivery, based on standard carrier rates, and prohibits hidden handling fees that do not relate to physical shipment. The bill ensures that Texas school districts receive the same pricing standards as any other state or school district in the U.S..
