Caption: Relating to state preemption of certain municipal and county regulation.

SB 2858 expands state preemption over certain areas of local government regulation, prohibiting municipalities and counties from enforcing ordinances that regulate areas already covered by state law. It explicitly blocks local governments from adopting rules that conflict with state laws governing commerce, trade, elections, and criminal justice. The bill allows private citizens and trade associations to sue local governments over such regulations, and authorizes the Attorney General to investigate and take action against municipalities that violate these preemption laws.
