SB 2972 strengthens free speech protections at public institutions of higher education. It allows students and employees to engage in expressive activities on campus, subject to reasonable time, place, and manner restrictions. The bill prohibits camping on campus, wearing masks to conceal identity during protests, and using amplified sound during class hours. It also allows governing boards to designate public forums on campus.
