SB 2995 requires Texas public colleges and universities to notify students about financial aid reductions resulting from private scholarships or other sources. It mandates an advisory explaining financial aid displacement, requires schools to provide students with notice when their aid is reduced, and directs institutions to report data on financial aid reductions to the Texas Higher Education Coordinating Board, which will submit annual reports to the legislature.
