SB 3016 significantly enhances state preemption over local government regulations. It allows individuals or organizations to sue municipalities or counties for ordinances that conflict with certain state laws. During pending litigation, local governments face financial penalties, such as suspended state funding and tax rate restrictions. If the attorney general prevails in such suits, the local government may lose grant eligibility and face additional sanctions for up to five years.
